Want to visit family, there's a problem....

Hi there
Really hoping someone could advise what to do.
My mom who's 75years old wants us to go to USA to visit my uncle.
Trouble is, we don't know what to do about a visa. My mom back in her younger days was arrested as she was with someone who was stealing. This was over 30years ago.
Should she apply for a visa as I understand because of this she's not eligible for the waiver programme. And how in depth to we go about it? Should we get a police report and see exactly what is on there.
My mom is so worried about being turned away and them not allowing her in bbecause of this..
What do you think?
Really do appreciate anyone that helps with this as I have no clue about it

If she is ineligible, they will tell her.
