Renew or re-apply for Dad's visitor visa

Hello,

My Dad's visa is expiring in August. Can he set up an appointment for his interview (re-apply) before August (before his visa expires)? He is about to take an appointment end of July. Is this ok or should he wait until his visa expires.

Visa Type is B1/B2.

Any suggestion is greatly appreciated.
