Is Self Sponsor a good idea?

My mother's visa got rejected 3 times for 214b. My sister who is awaiting green card sponsored her twice and once I sponsored. I am doing my Phd on my F1 visa. All three times the sponsors documents were not even looked at and visa was rejected. I think that was because she is a widow and not working. This time we decided to approach by saying that she is going to bear all financial responsibilities.
Please advice if this is a good idea.

Its fine as far as she can show financial evidence for self sponsoring..Also write in detail as why she will return.
