I-134 - Do i need to give details in Q- 9 even after the visa got rejected

I am sponsering my parents and my inlaws visa got rejected

Do i need to give details for the following question even if the visa got rejected or can i just enter NONE as the CO did n't see or take the I-134 from my inlaws.
