Tourist Visa for my Sister

All,

I need to sponsor a visa for my sister. She is married living with her husband and two sons back in india. Sons are attending college and husband is retired. What are the chances of her getting visa?

Second question is, she is living in Mangalore, Karnataka. Looking at the HDFC centers recieving the application fee, Mangalore is not one of them. So what do we do in that case. Goto Bangalore? Please advice.
