212 C6i and applying for B2 visitor visa

My brother was denied H1B Visa in 2001 because the consulting firm with whom he went for Visa processing had provided morphed pictures of the company building, which led to his Visa denial and issuance of 212 C6i.

Now he is planning to visit me on B2 visitor visa, and I would like to check the possibility of him getting the visa considering he was issued 212c6i. If any one were in this similar situation, I request you to please kindly provide your feedback.
