Parents visa rejected 2nd time, Please advice

Hi,
My parents got their visitor visa rejected the second time from chennai consulate. Mother was able to present the property documents and employment letter from her school showing ties back home but still got rejected. They got stamped with a word "Caution" on their passport. Does anyone know why "Caution" was stamped and how to proceed futher. please advice

Would appreciate anyones feedback or advice.
