    Tourist VISA help

    My H1B VISA is under extension and I want to apply tourist VISA for my mother.
    So I would like to know that can I apply for her tourist VISA after my extension is approved i.e. without my VISA being stamped?
    Can I apply her VISA even when my VISA is under extension and it is NOT yet approved?
