Previous green card holder applying tourist visa

Hi everyone,
My parents were green card holders earlier and returned to our home country(India) in 2007 and their green card expired in 2007 as well. They didn't file to reapply for green card or even surrender the green card. Now they want to come visit me and want to apply for a tourist visa. But before they apply do they need to first surrender their green card or follow any other process?

Your parents don't need to surrender their green card. Since it is already expired for so many years and is of no value anyway.

In their case a visitor visa will be hard to get. But there is no harm to try.
