Visa rejected for 2nd time in Chennai

My parents went on Feb 1st, they gave all documents, answered all questions, but without giving any reason they rejected.

FIrst time they went on Oct 2005 and rejected requesting more information about my company. This time i sent lot of details from my company and insted they rejected without any reason and looking into my company documents for which they rejected first time

1. Is there a way we can find the reason for rejection
2. what is my next way - can we try another time or waste of another 400$
3. is there any attorneys who can help with this
