visitor visa for canada for parents while staying in US as visitor

Hi All,

I have gone through some threads on similar topic but they were of 2007-2008. So would appreciate if you can please help me with my query below.
My mom will be in US on visitor visa. her's is mutiple entry for 10 yrs for US. When she is in US, can I apply for canada visitor visa to visit my sister in canada?

Yes. No harm to try. How long she is planning to stay in Canada?

She has a better chance of getting the visa if you can show proof she is visiting Buffalo or Niagara or any area close to Canadian border for visiting any Canadian landmarks or relatives in Canada if any.
