I-134 section 7

My parents are going for Visa on 17th. They were rejected visa before in April last year. No specific reason They even stamped on the pass port as application received. The section they checked on the reason paper is that my dad won't be able to support for his trip, I have submitted all the documentation in cluding notarized I-134. But they did not bother to look at any of those.

Any way my question is, I have 3 bank accounts, I am listing balance from 2 banks only, will that be enough or do I need to list balances for all the banks and accounts?

Is it necesary to list all accounts, as I dont have statements for othe account.

Lets say in all my accounts I have 15000$ but if I only show 10000$ in I-134 will it matter.
