No flexible dates for B2 visa interview in english

Hi,

My brother is pursuing post graduation in construction management and planning to visit USA on B2 visa during his break in Jan 2nd week. Unfortunately there are no interview dates in english to apply for B2 visa, but there are dates for telugu in Dec. Not sure being a post graduate student and able to speak well in english is eligible for opting interview in telugu.Please suggest me.

I would not suggest to schedule visa interview in Telugu for him only because of English appointment unavailability.
