Mom's visa got rejected

My mother had an interview on feb 4th at chennai consulate.Itseems a rude lady took her interview in telugu(though we had booked an appointment in hindi for her).after asking abt bit of family details she asked my mom why is she going to visit me in just 8 months(i came to US last may),so my mom told that she wanted to see her daughter.That lady told my mom "Dont make stories " and rejected her visa.

Its i think coz mom is a widow and all my sisters are married,she has enuf property though.but they never cared to look at the documents

Even my Mother the same case.Is there any committe who can tell the visa counsulate to take out this rule where if a person does not have Husband she cant come to US .Please help us .
