Need Help/Information - Apply for Parent Visitor Visa, my H1B extension in progress

Hello,

I am currently in USA on H1B Visa, my visa has expired on November 30,2015. I have applied for regular extension and expected to get the approval till April 2016.

Can I still apply for my mothers visa with me being a sponsor, I have my extension receipt with me which I can send across but will that work as a valid document, please advice and I read below as one of the mandate requirement but it never mention about visa extension person
I don't have a renewed petition but I have a receipt notice from USCIS for extension.

Requirement stated for Sponsor's residency status in USA for Visitor visa:
If you are a Visa holder Copies of your - Visa (H1/L1), H1 Approval Form (I-797), and I-94. (If visa has expired but has a renewed petition, a photocopy of the renewed petition.)

Please HELP, Would appreciate your response
