want appt in delhi, resident bihar

Hello,
I wanted to get appointment at delhi...but when i choose bihar for state of residence on vfs website i am immediately prompted to dates for kolkata.

can i choose delhi as state of residence and then set appt in delhi?

last year we got appt to delhi and got visa...using tts website...

please advice

You need to go to your local Consulate based on where you resides. If you gets appointment in any other Consulate you will be asked to go back to your home consulate.

have the rules changed or more strictly enforced?
last time we were able to go to delhi even though we are residents of bihar.
(delhi is more convenient over kolkatta)

can one get delhi for interview if one tries to go to VFS office in delhi for appt instead of doing web appt were region of residence decides consulate for interview...
