B2 visa, no dates available for TELUGU

I am trying to book an appointment for my in-laws, who are in Hyderabad, Andhra Pradesh, @ Chennai consulate, but dates not available for Telugu language, (for that matter, dates are not available for non-English language for any type of visa)

VFS team has been advising to keep checking the websites for the dates as the date’s allocation for languages is done by US Embassy and will be uploaded to VFS site once available.
Here my questions
Q1)
So can I make an appointment now in English for now,
Can I change the language to Telugu once the dates are available? Or
Can I cancel the appointment with English language and get new one with Telugu once dates are available, if yes, do I need to new receipt number or can I make use of the same receipt

U can't change the lang. once appt is taken without cancelling the first one.
U can use the same receipt number evenif you cancel one and taking the second one. Receipt is valid for 1 year from the date of purchase.
