visitor visa : Questions

my mother-in-law's visa got rejected in kolkata consulate.
is there some kind of rule if all children are in the USA - you can not get visitor visa ?

There is no rule like that. But the its a negative point in getting visa because they might think that the visitor is going to settle there since all their son's/daughters are in USA. But there are many cases where visa is granted in such cases too. So prepare well, document all reasons for their return to India and present ur case.
