I'm wondering if a 23 year old woman is more likely to be admitted on a tourist visa if she is visiting with an 18 year old friend or with her aunt.

Usually doesn't matter. Each visitor is evaluated on their merit, regardless of how many others they're with.

So they don't treat them as a group when granting visas or deciding to admit?

Yes, technically correct. Each visa\entry applicant, save a minor, applies on their own. It is entirely possible for one individual to be denied and the rest in a group admitted.
