US visa renewal for parents

Hi,

My parents dad (72) and mom (63) 's us visitor visa got expired in Dec 2014. They had 10 yrs visa. Now I want to apply visa again to them. I read @
https://www.immihelp.com/us-visa-int...-visa-renewal/ I wanted to ask whether my parents are eligible for this? Or do I need to ask them to go to the US consulate(Chennai).

And also i read that we need to pay for visa before scheduling interview. Am I understanding correctly here ? Last 10yrs back when I had applied visa, I remember they Paid fee visa there in the consulate.

After paying and scheduling interview date and is it possible to cancel ? If cancel, whether we get refund?

Yes, they are eligible for IWP - drop box.

Yes, now you've to pay the fee in advance & it is not refundable. However you can reschedule the appointment.

So they have to take an appointment only for 1 day i.e. for fingerprinting right ? not the 2 days.
