can apply L2 EAD when L1 pertiotion (I129s) is in extension

hi,

can some body help me to clarify the below

can i apply for L2 EAD when L1 I129 petition is in extension? we have valid L1 and L2 visa and I 94 till 2018

if yes the EAD applicant can travel while the EAD application is in process?
