If you can provide some additional information, I may be able to suggest why your being denied.

What is your country of citizenship? What country do you live in? What is your current age? Are you married or have children? And if so would they be traveling with you?

A visa officer is asking.. Why would this person not try and immigrate? (As you can imagine, many, many, many people try and immigrate here every year under the premise of getting a visa for tourism).

If you are young, do not have strong ties to your home country, or are a citizen of a high immigration risk country, there are many things they are looking at.

I will look for a reply post to try and respond if you decide to provide further details.

They can just stay in USA illegally, but cannot migrate? right?

Keep applying with changed circumstances. Try to convince him that you'll surely come back & won't start a business there or start living there illegally.

Have you done any research as to where you intend to look to import from? The US is a vast country.

With no particularly solid ties to Jordan, you chances at a visa are slim.
