Regarding US Visitor Visa for my Mother in Law

I want my mother in Law (Indian citizen) to attend US Visa Interview in Delhi. Below is her current situation:

- She is a widow
- Lives with her son in Manila on Visitor visa
- No property in her name in India
- Second son is also settled in Manila

Please suggest what is the best possible we can do to get her US visitor visa.
