When can we apply after 2 times rejection

My mother's visa rejected twice once in Nov 8th 2005 and other one in Feb25th 2006, so how long shold we wait to apply for the 3rd time.

What ground it is rejected? If you see there is no material change from the last interview, do not hurry to make another interview.
