Hep with travel plans

Hi, I consulted an immigration lawyer online and he recommended that my friend who is applying for a B2 visa out of Algeria purchase refundable plane tickets beforehand so he can show his travel itinerary at his interview at the consulate.
I am having trouble finding refundable plane tickets for him.
Can anyone recommend a good, reputable airline that goes to Algeria? Can anyone recommend a website that helps with this kind of thing? I want my friend to have the best chance of being approved for his visa. But I don't want him to lose $3,000 on a plane ticket in case his visa not approved!! I had to cancel a trip last year and I purchased refundable tickets through Turkish Airlines. I paid extra money to make the tickets refundable. But when I tried to get a refund, they gave me some ridiculous story about one of the fares being restricted, therefore all the fares were restricted and made me ineligible for a refund. I am terrified this will happen again, with a different airline this time!

I was going by what the immigration lawyer told me. Is this incorrect? Could you possibly provide a link instructing visa applicants to not purchase tickets before they are approved?
