Parents in UK (tourist visa) can they get US visitor visa from UK?

Hello,

My parents are currently visiting my brother in UK on a tourist visa, can they apply for a US visitor visa in London?
I have heard mixed stories some people say they can't as they are not residents of US but I have also read some posts which say it can be applied

Pls advise.
