How long to stay out of US.

I m US citizen. My dad has 10 yrs multiple entry visitor visa. He stayed with me in US for almost 6 months, went to India for 3 weeks and came back. CBP agent gave him only 10 days this time as he came back so early. Now he left within 10 days. My question is how long he should stay out of US so that he can hopefully get 6 months stay again. Thanks.

He has a visitor visa. He came here to visit you for 6 months and went back home for 3 weeks and is coming back again...... why?

He is trying to live here the majority of the time using the visitor visa as a cover and returning home as little as possible to return and the port of entry officers are very well aware of it.

If he doesn't use his visa for what it is intended, the port of entry officers will make sure and do it for him. He should probably live in his home country of India and visit here once a year or maybe twice for shorter stays. Then he should be fine. The 10 days is a warning.
