Rescheduling photo and fingerprint appointments

Hi,

My parents' (Indian citizens) visas are valid till Nov this year, and they are planning on extending the visas. As they received the visa between 2004 and 2008, they do not need to appear for interview but they have to visit the local consulate for photographs and finger printing. The appointment can be made online but only after fees have been paid. My question is whether I can cancel an existing appointment and reschedule (if need be). Will there be any additional penalty fee for rescheduling?
