Have you been Ten Printed?

My parents Visitor visa was refused under section 214(b), I am again applying for mother only this time.
Shall I mention Yes or No when DS 160 asks if you have been ten printed or not?
As she completed that step during her first attempt. Will she need to go to finger printing location again or direct consulate?

Usually finger prints are valid for 15mons. But it's better to go again for the fingerprint. If she doesn't need then officer will inform her.
