Reapplying B2 Visa need help

I am re applying for b2(it was denied) visa i want to know do i have to take ofc appointment for picture and fingerprint again this time. or if i have to take interview Appointment only

As per my understanding, finger prints are valid up to 15 months and your picture should be the current. You will have to fill out a new DS-160 form, pay a new visa application fee, and schedule a new appointment.
