Can a Filipino working in China fly to the USA on a tourist visa?

I have googled this and have not had any luck. Here is the situation. I met someone that is working in China as a Nanny but is from the Philippines. Can she travel to the USA on a tourist visa without involving the Philippines? Is there some sort of visa she can get in China in order to avoid returning to the Philippines in order to travel to the USA?

She should check with the local US embassy if she meets eligibility criteria to apply for a particular visa. As an aside, a Filipino nanny generally would have a very slim chance of a US visitor visa.

She can definitely apply for a visa (visitor visa?) in China but likelihood of getting the visitor visa is 0.
