Hello,
My sister is 24 year old and she has visited me in 2015 for 2 months with my parents. She is planning to visit me (by herself) in October 2016 for a month. In April 2017, my parents and her are planning a trip for two months to USA. Is it safe to invite my sister in october for 1 month ?

An individual can ask to enter the US any time on a multiple-entry visa; there is no such thing as 'inviting' a B2 visitor from overseas. All visitors are questioned at POE, and multiple trips may on occasion invite additional scrutiny.

I think the other people posting are just letting you know that even with a 10 year multiple entry visa, the POE officers are looking for overly frequent visits and or visits for extended periods of time. I do not think the visits you have listed for your sister constitute either. I would not think she would have any problems.

A multiple entry B2 visa is for short, temporary visits to the US; emphasis on short and temporary. An unwritten rule of thumb is to be away from the US at least the same duration as time spent in the US. Usually, visitors are good to go, but be aware that a return back to the US after a short stint at home, or frequent visits within a short time invite scrutiny. Trinity71 is correct.

A visa is not a guarantee of entry to the US. A visa allows travel to a US poe to request entry; CBP decides whether or not to admit a visitor, and for how long.
