visa for parents of US citizen

I am a US citizen and wanted to invite my parents from India to visit us this summer. They live in Bhopal and they would need to go to Mumbai consulate. When I checked the dates for visa appt, the earliest date available is August.

1) Can they instead apply in Delhi where the wait is much shorter ?
2) Any preference given to parents of US citizen for faster visa processing ?

Any other option to get their visa processed in the next two months ?

It has been the US policy for long, not to grant visitor visas to parents of US
citizens. The reason is a bit irrational but this is what they used to say; "Since they are eligible for an immediate
relative immigrant visa, they should go for that instead of the visitor visa."
Check with people/attorneys if this is still the policy or your parents
will be wasting time and money.

1.No. Applicants apply in their on jurisdiction area.
2. There is no special preference to US citizen sponsored applicants.
