Chances of getting b2 visa just to get married (same sex)

I am here in the US but helping a friend of mine get her B2 visa. She is gay and she wants to get married to her partner, however, it is not legal in her country. They are both non US citizens and just want to go to US for marriage. What are her odds of getting a visa?

If..a big IF.. they both were to somehow get B2 visas and enter the US to marry, they are classic candidates to overstay and not return to their home country where their same-sex union\marriage would not be recognized and potentially put them in physical jeopardy. That alone makes their odds of a B2 visa unlikely. What country are we talking about here?
