There are many reasons they could have denied the visa. Possible and common reasons could be if you are young, cannot show strong ties to home country, or maybe you are coming from a high immigration risk country for the U.S. which in this case, you would be.

I would think that the main reason for the denial is that you're coming here to take the USMLE step 2 exam. One out of 3 exams you need to practice medicine in the U.S. So you're applying for the B1/B2 visitor/ tourism visa to test for a medical license you would only need to practice here. So that means 1 of 2 things... you're either going to try and immigrate once you arrive, or you have plans to immigrate in the future.

This is my opinion and not legal advice. Use of this information is strictly at your own risk.

Thank you very much for your reply. I think I've stong ties to my country. Like I'm married and have a kid , I've a paid job in a hospital, I've a house on my name which costs around 150 hundred thousand dollars. What else could be a stong tie?
Yes Pakistan is a risk country for immigration. But a doctor is a highly qualified person it shouldn't make any difference I guess. And yes we apply for post graduation training after completion of exams and after completion of training alot of them are hired by American hospitals as physicians.
My question is what can I do now ? What can I change in my application next time ? I'll really appreciate your help.
      Regards

I think you have the strong ties to home country and you are correct, many people come here after the completion of their exams for post graduation training. So since you are needing to complete your exams, is there some reason you are not wanting to take the exam in Pakistan? It appears it is offered there and if so, the vo may have denied it based on the fact that there would be no need to issue a visa to travel to take an exam you can take there.

This is my opinion and not legal advice. Use of this information is strictly at your own risk.

          Thanks again for your inputs.
The usmle Step 2 CS is only and only held in US. It can not be taken outside of US. I told the VO that I'm going to take USMLEstep 2 cs exam which is only held in US.

Sorry, I was thinking of the Step 2 CK. I don't see what you could do differently at this time. You have a valid purpose for travel and have strong ties to home country. If you received the general denial code (214)b, then I would just apply again.

              Yes I received 214 (b) .
I'll apply after some time. May be after elections. Which are scheduled on 8th November. How's this idea ?

Regarding b1/b2 visa on the basis of usmle step 1 score and step 2 cs visa letter

Hello Trinity71, my name is Harshvardhan S Zala, from India. I am a 2013 graduate, did my med school in Russia, passed FMGE exam in India, did 1yr of internship here and then started preparing for step 1. I gave my USMLE step 1 exam in Jan 2017 (scored 236). I have applied for step 2 CS and my exam is scheduled on 12th june 2017. I am almost done filling up my ds 160 form. I have 3 questions, one is regarding the current duties column in the ds 160 form, the 2nd one is regarding an explanation for my reason to come back to India and the 3rd one is regarding an explanation for the rejection of a J1 visa in the ds 160 form.
                  1) I have a permanent registration to work as a medical officer in India. I have no relatives in the USA. All my relatives are in India. My father lives with me since my mother passed away in the year of 2000. He is a govt employee working for the past 28 years. I dont have any property on my name but my father does, a house and a land part. I dont have siblings. So my second question is, are this reasons enough for me to show that I will definitely come back to India or will I need another strong proof to show my strong ties to my home country?
                  2) I am currently unemployed, nor am I doing any kind of practice that may show that I will definitely come back to India after completing my exam. So what should I write in the current duties column in ds 160 form?
                  3) In May 2011, I had applied for a J1 visa under work and travel program, during my med school. For some unknown reasons I was denied the visa. So what explanation should I give for the rejection of the J1 visa in the ds 160 form?
Please help me out. I'll truly appreciate any sugesstion. Thank you in advance.
                  Regards,
                  Harshvardhan Zala

You have to convince the Visa officer that you would come back to your home country by showing some of these documents
Copies of bank statements showing that you maintain accounts in your home country. affidavit from your parents listing all the family members who live in your home country, and including details to show that they are all firmly settled there. Even better, include a statement of why you, too, are likely to return and also a round-trip plane ticket to and from the United States

What was the reason they denied your J1 visa did they give u any forms or slips

This is just a suggestion not a legal advice Good luck
