Interview Waiver for Renewal

Hi,

My brother has a business(B1) visa got through his employer and it is expiring in a month. Now he is trying to apply for Tourist Visa and it seems he is eligible interview waiver but not sure. Can you please provide your input that he is eligible for interview Waiver because his present visa is B1 and the new one would be B2.
