Interview Waiver for Dependant

Hi,

My brother has a business(B1) visa got through his employer and it is expiring in a month. Now he is trying to apply for Tourist Visa for him and his wife and His wife never had a US visa. However it appears he is eligible interview waiver but his wife should not as she never had a US visa but when we try to Schuyler the interview together, it is showing both are eligible for Interview Waiver and I don't understand how that happens.

Can you please provide your insight what should we do in that case? They should not reject her visa as she is not eligible for aaiver.
