Ds-160 or I-130 for petitioning Parents to come to US over several years and entries

Hello,

My wife (naturalized US citizen) and I (US citizen) are looking to petition her parents (Philippine nationals) for a Visa as tourists but with multiple re-entries over a 10+ year period. I am looking at the DS-160 and the I-130 forms, but just not sure which makes sense. Both of her parents are over 65.

Please let me know what is recommended.

The parents have to complete and submit their DS-160 to apply for a visitor ivsa.

You cannot use the I-130 unless you want to petition either parent as an immigrant.
