Family application for brother and mother

Hi. I have 2 questions regarding B2 visa
1. Can my mother be included in the family application of my brother?
2. While my brother is fluent in English, my mother is not. Should I still go for a translator or can my brother do the translation?

Sorry, let me rephrase my questions. I understand my brother's family and mother have to file separate applications. But, I have questions on the interview process:

1. Can my bother's family and mother attend the interview together for tourist visa?
2. If yes, can my brother do the translation for my mother or should we still go for a translator?
