Visa Appointment

Hi, My parents had visa appointment twice in the past 3 months and both the times they got rejected. Can they apply again in the next month or 2? Are there any restrictions on the number of attempts? Why they ask the following question on the VFS site while taking/checking the appointments?

"Have you ever been refused a US visa more than once in the last 12 months?"

Any thoughts and suggestions will be appreciated.

Per experts, if you can show significant changes since last visa rejected, then it would be good and reapply in earlier dates, otherwise wait for some time (3-6 months???)
