No objection certificate for Government employees

My mother is an employee of state Government. When my mother applied for 'No objection letter for obtaining Indian passport, his authorities have issued him a letter saying that he can obtain passport and they don't have any objections. Can we use the same NOC Letter while appearing for USA visiting visa interview ?
She is also applying leave sanction letter stating the reason like going to abroad to visit her son and for the tourism with from and to dates.
Can we use the same No objection letter and leave sanction letter for her USA visiting visa?

How old is the NOC letter?

As per my understanding you can use the same NOC as long as it's not very old and leave sanction letter that will be good enough.

It's not very old. We got that NOC in Feb month of this year.
