Using Attorney after rejection of B1 B2 visitor visa

Hello, My parents visitor visa petition got rejected in 2014 based on potential to immigrate. We are currently in the process of reapplying for B1 B2 visa. I was wondering if using a US based immigration attorney can help them get a visa. Any experience in the past or suggestions will be helpful. Thank you in advance. SRR
