Tourist Visa to USA from Thailand, but holder of Israel passport

A friend is a resident of Thailand, but also has dual citizenship in Israel, and is an Israeli passport holder.

As it's hard for a Thai woman to qualify for tourist visa, will using her Israeli passport be of any help in securing a tourist B-2 Visa easier or quicker?

P.S. Israel no longer is on the visa waiver program. Thanks
