My Husband is on H1B -applied for extension last month and I am on Green card EAD, so whose status (to be a sponsor) has better chances for my Mother to get the visa .
Can both of us together sponsor when our status is different?

true, but now a days some people do joint sponsoring without any issues. So I am not sure abt any hard written rule for this.

Any one can sponsor and you can put the combined household income on I134

Yes you can sponsor jointly. Support with both employment letters etc.
