Visitors visa renewal (B1/B2), Figerprinting done, but called for interview

My mother is above 60+, her 10 years visitors visa got expired Nov 2016. She gave fingerprinting in drop box and thought she would not have any interview because of the Interview Waiver program. But she got an email requesting for finger printing and interview. And we were wondering the reason for the schedule of the interview. Just want to check if this happened with anyone?

Did you submit the documents like current passport, copy of most recent visa, photographs, dropbox letter etc.?

After reviewing the application sometime US Consulate/Embassy requires you to appear in person also. So She can bring the documents as per list below,
