Is it possible to get a Visitor visa with new Indian passport?

Hello Friends,
My mother would like to change her surname in her passport. She has visited US several times in her previous passport(different surname) and her visa is expiring soon. Is it possible for her to get a new visitor visa in her new passport? I would really appreciate if you could clarify my doubts.
