Applying for US tourist visa from UK- Indian passport

My parents (age 74and 70) who are Indian passport holders are currently visiting me in UK on tourist visa. Wewould like to visit family in US.. can I applly for US tourist visa from UK? With indian passport?

It's better they apply from India or from their home country.
