Visitor B2 visa first or Immigration visa first

Hello everyone,

I am in a difficult situation. I am planning to file a petition for immigrant visa for my brother and his family in India. However our parent who lives with us in the United States are having a surgery and want to meet my brother. Since we have not yet petitioned for my brother, is it advisable for him to first apply for tourist visa or should he wait until a petition is filed for him? I heard that if a person ( my brother) has an immigrant petition in his name, they may not issue him a B2 visa. Please advise.

Shouldn't really matter. The wait in the siblings category (F4) is so long (currently about 13.5 years for people born in India) that he can't abuse a visitor visa to immigrate anyway. It's your choice.
