Changing country appointment after paying

Hi all,

I have submitted the DS-160 and chose Buenos Aires as place of application. Later on, I payed and scheduled an appointment. But after that, I realized that it will take too long for me to wait here. Question is

1- Is there any way to reschedule my appointment to a consulate in another country without losing the visa fee I already paid?

2- Is it possible to cancel my current appointment in Buenos Aires, start a new DS-160 for the new country and preserve the fee I already paid to reschedule the new appointment for the new country? Would that work?
