I have cleared my B1 Visa.

I may travel to US in the month of April/May

Can i apply for H1B through consultants .
it will affect my B1 Visa.?
Is it illegal to apply when i am in US in B1 Visa?

No , it is not illegal. You will have to find an employer (you may go through
a consultant) who will file for your H-1. Once you receive the approval of
H-1 petition, you can apply for a change of status from B-1 to H-1
in US.
